According to the UNESCO website, Rio de Janeiro was inscribed only on cultural criterion VI, so it should be added to the connection "WHS inscribed solely on Criterion VI". On this page (in the Brazil section), criteria 2 and 5 are added, but I can't see where this info comes from.

It was proposed by Brazil under criteria 1, 2 and 6.
IUCN looked at 1, 2, 5 and 6, and they found justification for 5 and 6.
I have no idea what was decided eventually.
