Who has visited the citadel in Arras, and knows if it's open to the general public?

I've read that there are tours in summer each Sunday at 15.30h. But is it closed the rest of the time, or can you just walk in?

I did a bit of scouting myself earlier this year as I was due to visit last month, (had to cancel at the last minute though). Guidebooks don't seem to have much information on the citadel. However one guide (I think it was the Cadogan one) states that it is open to the public to walk around most of the time and that there are guided tours at weekends.
The official website seems to confirm this, stating there is a Promenade showing the details of the fortifications. . However my French is not too great so I may have missed some of the detail. There also seems to be an exhibition open to have a look around.

I didn't risk going to Arras today, instead I chose Longwy which is also quite close from the Benelux (at the border with Luxembourg). See my report on that visit.

Yesterday I found several sources stating that the citadel only is open on Sundays between June and August, with a guided tour starting at 15.30h. And even a trip report of people who were turned away by guards. Your source hints on somewhat more!

Yipes, Dodged a bullet there Els.

I wrote this on the review page aswell but thought I would double up on here just to be consistant.

Arras citadel is closed except for guided tours. It seems there is a foot path at the back of the fortificatiosn where you can see some more but there are no sign posts or indications of its existnace from the front.

Arras itself was particularly depressing, It had some nice buildings and two big cobbled squares but it had a pretty miserable atmosphere when we visited. I think the potential of it being nice was the most dispiriting part.

If you are wanting to see some of the inscribed fortifications I wouldn't recommend Arras.
