In the evaluation of the 2015 WHC, it might be interesting to know who are the people that were on the committee? What background do they have?

Even finding their names can be difficult:
Germany (Chairperson) - Maria Böhmer
Lebanon (Rapporteur) - Mr Hicham Cheaib / Mr Khalil Karam
Croatia - Ivo Goldstein
India - Ms Ruchira Kamboj
Jamaica - Ms Vilma Kathleen Mc Nish
Qatar
Senegal (Vice-Chairpersons)
Algeria
Colombia
Finland
Japan
Kazakhstan
Malaysia
Peru
Philippines
Poland
Portugal
Republic of Korea
Serbia - Darko Tanaskovic
Turkey
Vietnam, (Members)

The "Members" may not even be individuals, but several representatives

Other notable cameo appearances:
- Jamaica, Ms Lisa Hanna (Minister of Culture)

I think she only participated and attended the convention on the day Jamaica's nomination was brought forward. She spoke for Jamaica during the 2 minutes speech, but I am sure she is not the official delegate.

"A product of Mussoorie's Wynberg Allen School and then Delhi University, Kamboj had a degree from London School of Economics as well.
Kamboj, who can speak French fluently, had earlier stints in Indian missions of Mauritius and Paris." See http://www.babusofindia.com/2014/05/diplomat-ruchira-kamboj-called-from.html

I am afraid I haven't seen enough of the sessions this year to remember a lot of the "faces" but I suspect that a lot of them are the same as last year -
See http://whc.unesco.org/archive/2014/whc14-38com-INF-2.pdf

Good find! The #1's are the speakers, as far as I can see now.

Lebanon is KHALIL KARAM. Somehow a Mr Hicham Cheaib is on the WHC website as 'Rapporteur', but I cannot find anyone with that name with a web presence.

Croatia's Ivo Goldstein is much less of a career diplomat than the previous two. He has been a professor at the Faculty of Humanities and Social Sciences in Zagreb. Now he is Croatian Ambassador to France and UNESCO.
"He deals with Byzantium and Croatian history in the Middle Ages, especially the early Middle Ages, as well as history of the Jews in Croatia and the Croatian history of 20th century"
