Hopewell Ceremonial Earthworks (USA)

The video indicates Hopewell is "up for inscription in a couple years." Furthermore, Hopewell has been labeled a priority site following the San Antonio Missions and Frank Lloyd Wright Buildings nominations in 2015 and 2016 respectively. The nomination is already considerably advanced with several completed nomination documents available to the public.

Seemingly, for Germany this is the more realistic expectation for inscription. The article even mentions 2016, and we had listed Francke Foundation Buildings already for that year. "In the Ministry in Magdeburg one hopes for a decision perhaps in 2016." So we can remove Francke from 2016 in all likelihood, and move it to 2017.

However, I highly doubt any site not currently on the Tentative list will make a bid for 2017. I saw a similar article for a site in Korea, Seodaemun Prison, but there's no way it will submit a dossier in that short of time. I think this is more promotion than reality, in theory a dossier can be written well fairly quickly if there is funding and resources. However, that still does not take into account the countries current Tentative List. Italy, Portugal, and Spain in particular, both have lengthy tentative lists.

The Ancient Capitals of the Kingdom of Tonga (Tonga)

On a side note, India is apparently on overload with nominations at the moment. As the Historic City of Ahmadabad is probably nearing completion, but no slot is open for 2016, perhaps in 2017? However, there is already other sites vying for the spot. Needless to say, India will have several nomination reaching the WHC in 2016 and 2017.
