This category provides a good opportunity to represent Africa and Asia so it is reasonable to cull it less than some others. On the other hand a lot of the sites are not well known - evn to us!
A few of them I only accept on the basis that we need to show the little green man the extent of human settlement and cultures - eg mijikendra , Bassari and Roi Mata
I see that Nord pas gets in here too! see my q re coal mining sites.

Here's the link to the larger Cultural Landscapes category.

I'm not sure what distinguishes the criteria for sub-dividing this category, but here are the sites I'd choose:

Asia
Bali Subak System -- highlights the Balinese Subak system of irrigation for rice terraces, as well as water temples, demonstrating the Tri Hata Karana philosophy
Qadisha Valley -- Lebanese Mediterranean landscape with cedar forests and terraces for grain, grapes, and olives; home to Maronite monks

Africa
Koutamakkou -- home of the Battamariba (or Tammari) people of northeastern Togo, distinguished by the use of distinctive mud tower huts, called takienta
Ambohimanga -- highlights a royal palace and its woods, lake, and sacred fountain which is a cultural symbol for the Malagasy people of Madagascar

Australia-Oceania
Uluru -- freestanding rock with spiritual importance to Aboriginal people, some of whom continue to hunt and gather there
Chief Roi Mata's Domain -- highlights a Pacific Islander culture, with its chiefly system and taboos to protect sites associated with Roi Mata

Europe
Thingvellir -- Icelandic valley where the Althing, one of the world's oldest parliaments, was founded; example of Norse/Germanic heritage

Americas
Rio de Janeiro -- iconic landscape in South America, with the natural setting retained and incorporated into the growth of the city
Grand Pre -- shows the use of polders by Acadians to reclaim land in Atlantic Canada

I support:
- Bali, unique cultural landscape, architecture, gardens.
- West Lake, iconic and model of many East Asian landscape design.
- Uluru, iconic and unique for obiriginal culture.

I'd go for:

- Bali Subak System
- Chief Roi Mata's Domain - to represent Pacific customs
- Kii Mountain range - for its Shinto pilgrimage route
- Koutammakou - for its traditional settlement and vernacular architecture
- Osun Osogbo - to represent the Yoruba cultural traditions
- Thingvellir (I keep on supporting this one, until it gets in at any category)
- Uluru (already in on its natural features, but belongs here too)

Ambohimanga - Y - I think I already had it somewhere else... Would support as African site in general, not sure whether the CL category is the best though
Ancient Nara - Y - but not as cultural landscape. I suppose it's already getting in somewhere else?
Bali Subak system - Y - for the reasons stated by others
Bassari Country - N - I guess I'd go for Koutammakou as per the feedback of the others here
Chief Roi Mata's Domain - N - too ethereal for me
Grand Pré - N - not a lot left, it seems to me
Kalwaria Zebrzydowska - N - I guess this would go into one of the religious categories?
Kii Mountain Range - N - prefer other Shinto sites
Koutammakou - Y - as per others on this forum
Le Morne - N - not a lot left, it seems
Lushan National Park - N - prefer Wutai
Matobo Hills - N - not sure what's so special about it from a cultural perspective
Mijikenda Kaya Forests - N - very niche
Mount Wutai - Y - my favourite Chinese sacred mountain
Nord-Pas de Calais Mining Basin - N - should be discussed (or was already discussed) under Mining
Osun-Osogbo - Y - as per Els
Papahanaumokuakea - N - more relevant for its natural criteria, I think
Persian Garden - Y - as per discussion under gardens
Qadisha Valley - Y - as per Colvin
Rio de Janeiro - Maybe - to me this stretches the definition of cultural landscape to its limit... I'd support because of the iconic Christ Redeemer statue and its setting, but that's all
Sacri Monti of Piedmont and Lombardy - N - should be discussed in one of the religious categories
Sukur - N - prefer Osun-Osogbo or Koutammakou
Sulaiman-Too - N - not sure what's so special about it
Thingvellir - Y - for the reasons stated elsewhere
Tongariro National Park - N - the natural criteria seem more relevant
Uluru - Y - for its association with the aborginal people of Australia
Val d'Orcia - N - this probably fits better into the vineyard category
Vat Phou - Y - for its Khmer architecture; not sure what the CL link is supposed to be
West Lake - Y - for its influence on Chinese culture in general (from gardening to literature); also a quintessential CL for me: associating the natural setting (i.e. the lake) with man-made buildings (pagodas etc) and other amenities (e.g. the bridges)

Summarizing. There's rather a spread of opinions here, I've promoted Koutammakou and West Lake to a Yes (mentioned by 5 out of 7) as they stand out a little more than others.
