Derzhprom (the State Industry Building) in Kharkiv, a TWHS, was hit by a Russian missile yesterday (source). The Kharkiv Regional Administration has already started communication with UNESCO on reconstruction (source).

The mayor of Kharkiv discussed the situation concerning Derzhprom with the Bureau of UNESCO in Ukraine. They agreed to start conservation and reconstruction works, as well as develop a nomination of the site to the WHS list using an accelerated procedure (similarly to what was done with Odesa previously). What's interesting is that they suggest to nominate not only Derzhprom but the entire ensemble of the Freedom Square, which also includes the buildings of Karazin Kharkiv National University (source).

A few updates on Derzhprom.
On December 11, during the 19th Committee for the Protection of Cultural Property in the Event of Armed Conflict, Derzhprom was granted special monitoring, meaning that UNESCO will send a mission to monitor the damage of the building (source). However, as of January 10, the mission still has not been sent as the procedure invovles a lot of bureaucracy (source).
On January 15, ICOMOS Ukraine held a seminar on the topic of inscribing Derzhprom on the list of WHS in danger. Attendees included local architects who are working on the nomination dossier, representatives of the Ministry of Culture and other institutions, and managers of various World Heritage Sites in Ukraine who shared their experience regarding World Heritage (source). I'm not sure if they will make it in time for the 2025 cycle even with the accelerated procedure, but at least there's progress!

The UNESCO monitoring mission arrived on February 28 and inspected Derzhprom. The mayor of Kharkiv reassured that the group that is working on the WHS nomination was already created (source).

On March 28, the government of Ukraine approved the Strategy for the Development of Culture of Ukraine until 2030 (document). One of its points is "Using UNESCO mechanisms to strengthen the protection and preservation of cultural heritage sites in Ukraine - preparation of nomination dossiers and relevant applications for the submission of Ukrainian cultural heritage sites to the UNESCO Tentative World Heritage List, to the UNESCO World Heritage List and to the International List of Cultural Property under Enhanced Protection" for the period 2025-2027. It's already known that some nominations to the WH list are being created (an emergency one for Derzhprom and a regular one for Chernihiv), but as far as I know there hasn't been much progress on updating the Tentative List, so this document could point to its possible revision in the nearest years.

Now there's an initiative for the nomination to not only focus on the Freedom Square but also the residential area behind Derzhprom (Zaderzhpromia) as it forms an even larger complex (source). The residential buildings are not as well preserved as Derzhprom and certainly are less interesting, so I'd rather support that area being part of the buffer zone, but we'll see. The nomination is still under development, but seeing that the deadline for this year's nominations is over (and assuming there will be no emergency session), I suppose they're aiming for 2026, though this is speculation. The farthest possible year of nomination is 2028 as they're planning to include the process in Kharkiv's development programme for culture, tourism, and cultural heritage conservation in 2024-2028, but I doubt that they'll take it slow since Derzhprom is damaged.

The deadlines do not count for emergency nominations, and there has to be no special emergency session. We had one in 2023, but in general, these are discussed at the regular session (happened with the Palestinian ones). So it could be 2025, but of course it is very political and there would have to be enough support (a lot of pre-session diplomacy to put it on or off the table). It being damaged (while already on the Tentative List) and still endangered is actually a positive thing to get an emergency inscription.

That's good to know, thank you. However, it's still possible that they will nominate in 2026, depending on how quickly they finish. Odesa started developing their emergency nomination in 2022, but nominated in 2023 - the same might happen here.

Saint Sophia Cathedral in Kyiv was damaged by a blast wave caused by shelling. The damage was minor but the cathedral remains in a high-risk zone due to frequent attacks on Kyiv (source).

I found another old article mentioning some ATWHS from Ukraine. Just like with the other ones - not posting on the ATWHS topic because this is probably outdated (but perhaps these ideas may get revitalized at some point so I'm sharing them regardless):
Rock formations on the Dniester (mixed, transnational with Moldova). The cultural part would probably include rock monasteries and fortresses;
Scythian settlements and kurgans of the Ukrainian steppe;
Medieval fortress of Tustan. This one is still discussed, as per this article from 2023;
Churches of Kyivan Rus' of 11th-13th centuries (transnational with Belarus and Russia). Per this article, it would include 7 from Russia, 4 from Belarus, and 11 from Ukraine. This would cover multiple churches in Chernihiv (including the Dormition Cathedral and the restored Piatnytska Church), as well as St. Michael's Church in Vydubychi Monastery (Kyiv), Dormition Cathedral (Kaniv), Dormition Cathedral (Volodymyr), and St. Cyril's Church (Kyiv; part of TWHS). I assume the Belarusian part would cover the TWHS in Hrodna and Polatsk. The article also mentions that this idea was criticized by some as politically motivated, and now it's especially obvious that it's not happening any time soon. Theoretically, an interesting idea nonetheless - a lot of these churches wouldn't get inscribed on their own, so this kind of serial nomination would be the only way for them to get on the list (although whether they should in the first place is another question).

A little update on Derzhprom. There haven't been any major mentions of the WHS nomination in the news for a while, so I was worried that it had stalled like in Chernihiv due to lack of government support or funding. However, a recent article points out that documentation work is underway, and an updated "passport" (detailed description) of the building will be ready by the end of the year, which will be included in the nomination. It is of note that there seems to be very little involvement of foreign experts, as opposed to Odesa's nomination. Regardless, I hope that the process will be finalized - this could be the first site in Eastern Ukraine, and the first to represent Soviet architecture.

Just found a detailed article in Ukrainian from December on Chernihiv's nomination. I want to highlight three points from there in particular. First, as a result of consultations with foreign experts, it has been decided to first submit an updated tentative site titled "Cultural landscape of Chernihiv" and only then proceed with the actual nomination. Though I'm not sure why this is necessary considering that there have been cases in the past of nominations not corresponding exactly to the tentative site description. Second, the main obstacle that has slowed down the nomination process so far is the lack of synergy between the participating parties and disputes between the regional and local governments (although other problems have been cited, including lobbying from construction companies that want to avoid restrictions, lack of interest and understanding among government officials, bureaucracy, and fears involving funding allocation). However, some kind of expert group that is supposed to work on the nomination still exists despite going through multiple reformations, and there is still hope that the accelerated procedure will be used to streamline the nomination. Lastly, the article compares Chernihiv's case with Odesa's. Particularly, Odesa was able to finish and submit the nomination so quickly as the local government considered it a priority, choosing the right people to organize and manage the process, involving foreign experts (largely from the sister city of Genoa), and receiving grants. While Kharkiv is not mentioned in the article, this description is giving me hope that the Derzhprom nomination will not drag out considering the local government's involvement.
