While looking into the history of Chile's Valparaiso WH nomination, I noticed a deferred nomination in 2000 for Shey Phoksundo National Park. This mixed site seems never to have been entered into the country's Tentative List, but it was reviewed by ICOMOS and IUCN and Deferred at a Bureau Session.

Ongoing ("initial phase"):
- Ram Janaki Temple
- Panauti

"Very early" stage (talks with stakeholders):
- Sinja Valley in Jumla
- Gorkha palace complex

I have just posted this as a news link regarding Tilaurakot's "failure", but it is worth repeating here as it includes some interesting observations:

"ICOMOS goes into minute details. Unfortunately, we failed to address some key recommendations. This wasn't a problem that could be solved by officials alone—it required coordinated state-level engagement," said Himal Upreti, chief archaeology officer of Lumbini Development Trust."

"Some observers also point to geopolitical tensions behind the scenes. India, a powerful UNESCO member with significant voting influence, has long been reluctant to acknowledge Tilaurakot as the definitive ancient Kapilvastu. Instead, it promotes Piprahwa and Ganwaria—archaeological sites near Siddharthnagar in Uttar Pradesh—as the Shakya capital."
